Twitter Is A Game With Real Consequences I’m not much of games player, but I chose to play one today. I chose to follow @POTUS. I mean after all, how often is it that you can get statements right from the Horse’s Mouth.The President has often been criticized for this Tweet from the Hip style. I dare say that it was that style that helped get him the White House in the first house. Does President Trump know how to play the Twitter game? It would seem so. I wrote articles for a variety of publications, published a couple of newsletters, and continue to write this Blog after nearly 10 years.I’ve also been someone who has worked with the global media in government, commercial and non-profit roles.I’m learning that Twitter is not a purveyor of truth, but more of a conduit for thoughts emotions and messages. Tweeting is an accepted form of journalism and Tweets themselves are sources for journalists. As the article clarification the 140 reputation format is a godsend for journalists and others looking for small, pithy quotes that make their job simpler. Sorry to say it doesn’t make the journalist more accurate, it just rewards laziness.Twitter can also be the voice of the herd. Public interest and concern in this area national disasters can be gleaned from the type and velocity of Tweets in this area it. Traffic peaks and ebbs, reflecting the cumulative perspective of the herd.Twitter is a notoriously unreliable source whose constituency includes  unreal people and groups and whose platform allows small groups to act and shape as huge ones.People and robotic re-Tweeting can add gasoline to the fire as noted in the article.Given its importance perhaps those exciting with implementing MISO should have a proficiency test as they do with their personal weapons.Reader input invited.

British On Why The Rand Report Got it Wrong Much has been written on the May 2012 RAND study of the effectiveness of US IO in Afghanistan (which you can get at: http://www.rand.org/content/dam/rand/pubs/monographs/2012/RAND_MG1060.pdf), one of the most quoted is a British paper “The Effectiveness of US Military Information Operations in Afghanistan 2001-2010 (See http://www.da.mod.uk/publications/store/central-asian-series/20121214_Whyrandmissedthepoint_U_1202a.pdf/view).One of the major conclusions, ‘the fundamental failing’ in their terms was stated as:“A naïve and immature understanding of the very process of communication in non-compliant conflict environments and misplaced confidence and over reliance, upon marketing and advertising doctrine…. This paper advocates that marketing and advertising must now be considered as an utterly disastrous model for IO and MISO/PsyOps, one which must now be discarded in favour of a behaviorally-led approach embracing genteel, proven, social and behavioural science.”The paper contends that the Global Security & Help Force (ISAF) over relied on commercial advertising and marketing strategies and contended that the product was NATO and the Government of the Islamic Republic of Afghanistan (GIRoA) was the product and the Afghans were the ‘consumer’.As I’ve posted before, I have never been to Afghanistan, but I believe I have a reasonable picture of the environment. Attitudes are deeply rooted and are unlikely to be changed in the small term. Illiteracy is high and in general there is a lack of the information infrastructure we would normally frequent with a ‘developed nation’.This means that behavioral hard work have to be much more focused, targeted and localized. The nature of the country means that there can be no top down MISO rather the approach is a bottom up one that likely starts with extended families/tribes and moves up to the provinces recognizing that a ‘national’ or corporate approach is not likely to work. The paper identified a digit of key issues. The absence of a narrative that Afghans can believe and trust. To me this is the key.
